Hammond is outside the five-parish I/M area.
Act 701 provides that, for parishes not subject to the federal Clean Air Act Inspection and Maintenance program, its changes take effect on January 1, 2027. Tangipahoa Parish is not one of the five parishes listed by LDEQ for that Baton Rouge-area program.
The Act separately sets windshield-condition standards in Louisiana law. A crack in the driver's view is worth addressing for visibility and repair planning whether or not an inspection certificate is required for a particular vehicle.
